This character is not meant to be a representation of all law enforcement officers. Rather, as this is the World of Darkness, there are monsters both of man and beast alike in it - and this character fits into that end of the spectrum. Is a redemption possible? In theory, yes. For the time being, Reggie is unrepentant in his wrongdoings and is a symbol for the most oppressive and wrongful courses of action taken by those with authority and a badge against those who have neither.
