Evan
Look around you. The world's gone to shit, and we're all living our lives like we're not on the death spiral to oblivion. Of course, I'm not one to talk. I keep doing my job like arresting violent criminals is going to make a dent in this hell on earth. Maybe the fleeting joys that still somehow survive are still worth it after all... still worth not becoming one of the monsters.
Born and raised in Los Angeles, Evan led a typical life in the World of Darkness. That is to say, not great. His mother was a stay-at-home who spent more time doing hard drugs than taking care of the household; his father was a state prosecutor who'd gotten recreational drug users locked up for enough time to ruin their lives. Thanks to that, Mrs. Burke hid her substance abuse as much as she could, and roped Evan into keeping it quiet. And since she was happier when she wasn't going through withdrawals... he was only too happy to oblige.
Of course, Mr. Burke eventually found out. Turned the house upside down to root out all Mrs. Burke's stashes. Cussed her out so bad that the grief combined with the physical withdrawal killed her the next day. The ensuing police investigation saw him indicted on manslaughter charges - by a fellow prosecutor with a vested interest in protecting the (highly profitable) drug trade. And said prosecutor, seeing Evan now adrift and effectively orphaned, made an offer. He'd arrange police training for Evan if he used his position to make drug dealing a little easier. Evan, having seen the damage a drug bust could do, did not hesitate to accept.
After graduating from police academy, Evan has generally done his duty above board, with the notable exception of turning a blind eye to drug dealers when he can get away with it. And sometimes even helping addicts get their next fix. Of course the best play for them is never to start, but once they're on the stuff? Taking away their good feelings is cruel and dangerous and horrible. So what if countless studies show that heroin kills? It's a shot of happiness on the way to the grave, which is better than a lot of poor schmucks can say in this World of Darkness.
- Police Sergeant: Evan Burke is a police sergeant in the 77th Precinct of the LAPD. He does his job. Manages patrols. Busts criminals. Cleans up crime - as much as one can in the World of Darkness, anyway.
- Druggie Enabler: Funny thing with drug busts though. You just can't account for all of the goods, can you? It's the darnedest thing. Naturally, Evan being a cop and all, he wouldn't dare hold on to it like a slick bastard, would he? Noooooooooo.
- Barhopping: It's not too hard to find Evan at one of the bars in Los Angeles, enjoying booze and socializing and looking to wrestle out some fun in this bleak, dreary world.

- Minerva: HOW are you so upbeat after all you've seen and dealt with?!
