Biography

For the last 10 years, Millicent Kane has reigned as the dragon queen of the City of LA's permits and bylaws office. She's made co workers cry, she's made supervisors cry, she's said no to crying grandmothers and newly weds alike. She had a reputation for finding legit reasons to shut down the businesses or projects of anyone who got on her bad side, and finding legit reasons to expedite the projects of those who were in favor. There was never anything done wrong per say - no she could always support this with pages and pages and pages of documentation.

And then, sometime in the fall of 2020, someone in the City's HR department finally found the means to force Millicent to attend a 'Respectful Workplace and Anger Management' program after she cut down the wrong person and something odd happened after that - it didn't happen all at once, but very slowly after the next 6 months tears became less and less of a thing in the department and slowly instead of saying 'no' and making people re-book to come back in a few months, it became 'Oh I see a mistake if we can fix this quickly we'll do it now'. Then projects with no financial gain for the city started getting assistance with getting their projects. Don't be mistaken, it's not Disney Land there now - rules are rules, process is process, and procedure needs to be followed but the department spends a lot less money on tissues and mental health days now.

City Hall: Millicent works in the city planning department and is a Sr. Permit Official. If you need approval for something you probably need to deal with her.

Bad Wolf Media: Millicent has some sort of side hustle going on at Bad Wolf media doing PR and Networking. Are you interested in Science Education media? Podcasting?

Notorious RBF: Oh it's still there, just now you're more likely to be on the receiving end if you're bothering her staff.

Ruthlessly Efficient: Millicent is ridiculously adept at navigating the bureaucracy of local government and as a result if she is motivated to ensure something gets done she is able to pull together the resources to cut through almost all of the red tape quickly and efficiently and bring it into being with surprising speed.

Extremely well connected: Millicent's position brings her into contact with a vast array of do'ers in Los Angeles; film studios, contractors, businesses big and small, law enforcement, emergency services etc... as a result she knows 'a guy' in many areas and that guy probably wants her to sign off on his next project so....

Contradicting Values: Pro Big Government, Pro-Regulation of everything, Pro Laws of all kinds, Pro Gun but also pro registry. Millicent is the anti-Libertarian.

Not all work: Millicent isn't only at work, like everyone else she can be found out on the world at social events, or eating out most nights (who has time to cook?!).

Closet SciFi Fan: Mostly the books and especially the classics. And if you ask her Star Wars isn't Science Fiction it's fantasy in space, and Star Trek doesn't really pose enough of a coherent question to be more than speculative fiction.
